The Center is designed around the concept that all children deserve and have a right to receive a proper education regardless of their circumstances in life. It is the belief and plan of the VNCAP to build a Center that will help the children become healthy and productive citizens of Vietnam. It is expected that this will become a model Center for helping children and to train teachers to work with these children. It is expected that this Center will become a magnet to volunteers from the USA and other countries to come to the Center in the city of Qui Nhon. In order to achieve this desired goal the World Wide Web and other sources are being used to attract qualified volunteers and those interested in helping special needs children. |

The concept of this Center is based on the principle that the children of the country are the wealth of the nation. If we do not take care of the children now, the price will be much higher in later years. It is important, for the social welfare system, to support this concept and to accept assistance and new ideas when considering this proposal. This is necessary in order to achieve a positive result, for the children, now and for their future. |

It is also necessary to consider the income of the Teachers, Doctors, and others who work with the children. They need to be paid a sufficient wage to support their families. Teachers need to be encouraged to stay in teaching and not be concerned about the financial aspects of their careers. Part of this proposal is directed to achieving this goal. Our aim is to match the salaries paid by the Social Welfare government through contributions from VNCAP. |

Research has shown, in terms of economics, that for every dollar spent now, helping special needs children, the society saves ten fold in the child's future. The social cost must always be weighed in planning an effective society. While it is necessary for the government to look at this in economic terms, the human aspect is far more important to consider. If the child has received the necessary training, and can utilize the skills learned, he/she will become self-sufficient in their later years and become less of a concern for the state. |
Our mutual aim should be to achieve success for the country of Viet Nam through the growth of the children. This has been considered in the decision to build the Center in Qui Nhon. |

We are presenting to the People's Committee a plan to establish a model Center in the City of Quy Nhon that will be built in cooperation with VNCAP and the government of Quy Nhon City. Our goals are to support established orphanages in Saigon and build Centers for the handicapped, homeless, orphans in the cities of Quy Nhon and Nha Trang (as the funds become available). VNCAP has established contact with significant individuals and companies in Vietnam: |
| Mr. Garry Peters, a Civil and Structural
engineer provided valuable technical information regarding the possible
design for The Center in Qui Nhon. He also volunteered to assist with
this project while he was stationed in Saigon under contract to Duffill
Watts, Ltd. after completing his assignment in Viet Nam Mr. Peters returned
to his residence in New Zealand. His company will provide the necessary
services and planning for the Center. His company is Lyn, Evan, Laura
and Reuben. He will also facilitate the services of an Architect and medical
assistance for e the Center.
Mr. Phillip Mariott, and Australian, will design the wiring system for the Center. |
