History

VNCAP was originally established on February 15, 1996, in Salem, Oregon as a non-profit corporation to support charitable programs in Viet Nam, under the name of VNHHOCF. In 2000 we reorganized as VNCAP, Viet Nam Children's Assistance Program.

We have sent over 1,000 pounds of medical supplies, educational material, clothing, special treats for children, and 2,500 books to orphanages, schools, and other institutions in Viet Nam.

In less than three years the organization has been recognized by the Internal Revenue Service as a 501(c)(3) organization.

We presently have volunteers helping the organization in Arizona, California, North Carolina and Oregon.

Recently, we established a connection with the Prosthetics Outreach Foundation, in Seattle, Washington. This organization has a clinic, in Ha Noi, Viet Nam, which provides prosthetic appliances to children and other individuals with lower leg and foot amputations. (http://www.pofsea.org).

We extend an invitation to any interested individuals and or groups to join us in assisting our Foundation and POFSEA.

SYNOPSIS OF VNCAP'S WORK IN VIETNAM

The application for the 501(c)(3) was submitted in April of 1998 Approved on 9 July 1998

The application for Non-Governmental Organization (NGO) status was submitted to; The People's Aid Coordinating Committee (PACCOM), in Hanoi, on 14 July 1998 and approved on 25 September, 1998.

The quick approval of our Foundation's status as an approved NGO and the issuance of an Operating Permit to work in Binh Dinh Province is very significant.

  • First, most Non-profit charities take years to go approval.
  • Second, Dinh Province has had up till now, the reputation of being the most conservative and difficult province in Viet Nam to work with.

Many organizations have tried and failed to get their projects approved. The NGO Volunteer Resource Center, in Hanoi, advises NGO's to steer clear of this Province because of this fact. In Fact, PACCOM also informed Francis that he would not succeed in Quy Nhon and should try elsewhere.
